Military Personnel Will Be Able to Designate Payment Recipients in Case of Captivity

The Cabinet of Ministers of Ukraine has adopted a resolution initiated by the Ministry of Defense regarding the mechanisms for the financial support of military personnel. This was announced by Defense Minister Rustem Umerov.

According to Umerov, from now on, every military personnel will have the opportunity to independently determine to whom their financial support will be allocated in the event of captivity. To do this, it is sufficient to draft a personal directive, which must be certified by a commander or a notary. The original document will be kept in the personal file of the military personnel.

“From now on, every military personnel will be able to independently determine exactly to whom their financial support will be allocated in the event of captivity.”

The minister also clarified that the changes will affect payments to military personnel who have been captured, taken hostage, interned in neutral countries, or gone missing.

In addition, the resolution provides for improved access to information from state registries for territorial recruitment centers, which is expected to simplify the process of identifying individuals entitled to such payments.

President Volodymyr Zelensky noted that since the beginning of the full-scale war of Russia against Ukraine, 4,306 Ukrainians have been released from captivity. At the same time, Russia often does not confirm information about captives that Ukraine inquires about. As of March 2025, over 7,000 individuals in the Unified Register of Persons Missing Under Special Circumstances have a notation indicating possible captivity.
