Kyiv Court Extended Vitaliy Shabunin’s Preventive Measure Until October 19

The Pechersk District Court of Kyiv has decided to extend the preventive measure for the head of the Anti-Corruption Center, Vitaliy Shabunin. This involves a personal obligation that will be in effect until October 19 of this year.

Case Circumstances and Details of the Suspicion

Vitaliy Shabunin is suspected of evading military service with the assistance of a military unit commander. In July 2025, law enforcement conducted searches at the activist’s place of service and residence. According to the State Bureau of Investigations, Shabunin is charged with evading military service and fraud, as well as using a vehicle of the Armed Forces of Ukraine without legal grounds. The investigation into this case is currently ongoing.

On August 13, 2025, investigators arrived in Kharkiv region to present Shabunin with an updated suspicion. The State Bureau of Investigations clarified that the changes only affected the description of the circumstances of the crime, not its qualification. On the same day, the military unit commander was also informed of a new suspicion.

Prosecution’s Position and Reactions from the Parties

The Anti-Corruption Center suggests that the accusations from the State Bureau of Investigations relate to the period from September 2022 to February 2023. During this time, according to the organization, the territorial defense unit where Shabunin served was located in Sukholuchchya, Kyiv region, while he was assigned to the National Agency for Prevention of Corruption. The Anti-Corruption Center called these accusations absurd.

Shabunin considers the criminal proceedings against him to be “a step towards Zelensky’s corrupt authoritarianism.” The President’s Office has not commented on this case.

Back in March of last year, Vitaliy Shabunin stated that the State Bureau of Investigations had opened two criminal cases against him for allegedly evading service and falsifying documents from the National Agency for Prevention of Corruption. The activist published a photo of his military ID, which indicated that he took the oath on February 25, 2022, and categorically denied the accusations of evading service. He described the criminal cases as “idiotic.”

The State Bureau of Investigations reported that a case against Shabunin was opened by a court decision.
