Kyiv City Administration Blocks Emergency Works at Jordan Lake Due to Lack of Funding

An emergency construction site remains on the territory of the unfinished park near Jordan Lake.

The Kyiv City State Administration has suspended funding for the construction of the park on the shores of Jordan Lake. Over 51 million hryvnias have already been spent on this project, but the work is not completed, and the area remains dangerous for visitors.

The Public Demands Emergency Works

According to Annabella Morina, co-founder of the NGO “GR ‘Pochayna'”, public organizations have repeatedly appealed to the city authorities and relevant departments demanding that the shoreline of Jordan Lake be brought into proper condition. The abandoned torn road surfaces, emergency ramp, and discarded construction materials pose a threat to visitors, especially children.

“Since the beginning of this spring, the NGO ‘GR ‘Pochayna’ has repeatedly contacted the Kyiv City Administration, the Department of Climate Change Adaptation of the Kyiv City Administration, and ‘Kyivzelenbud’, demanding that the shoreline of Jordan Lake, where torn ‘reno’ mattresses, broken paths, and an emergency ‘ramp’ that can only be mentioned in quotes remain, be restored. In addition to public appeals, Kyiv City Council deputies have also addressed the issue of the park at Jordan Lake. Nevertheless, the authorities’ position is firm: not a single hryvnia has been allocated for emergency works at Jordan Lake,” wrote the civic activist.

Representatives of the Kyiv City Administration explain the halt in works by stating that the land management procedure for the park has not been completed. However, as activists emphasize, a similar situation is observed in 90% of the capital’s parks, including the ‘Natalka’ park, where there is no approved land management project, yet work continued there.

Reasons for the Blockage and Possible Consequences

Annabella Morina claims that the real reason for blocking the project is last year’s revelations by civic activists regarding the misuse of funds and poor-quality construction work. She emphasizes that further ignoring emergency measures could lead to injuries to people, as well as the need to redo already constructed elements of the park, resulting in additional costs from the city budget.

“The real reason for blocking the Jordan Park is that during last year’s works, we hindered the embezzlement of funds allocated for construction and pointed out the poorly executed work,” wrote Annabella Morina.

As a result, local residents are left without a safe recreational area, and the issue of completing and ensuring the proper condition of the park at Jordan Lake remains unresolved.
