Kyiv Faces a Shortfall of 450 Million Hryvnias for the Restoration of Damaged Buildings

The capital is experiencing a serious funding shortfall for the restoration of residential buildings that have been damaged due to Russian shelling. It is estimated that nearly half a billion hryvnias are needed to fully carry out the repair work.

Funding and Restoration Issues

According to the Kyiv City Council, the issue of restoring damaged buildings was discussed at a meeting of the relevant temporary control commission. As of the end of 2025, significant delays in repair work have been recorded in every district of the city due to a lack of funds. Kyiv City Council member Olesya Zubrytska noted that there is a substantial shortage of budget resources to carry out all necessary work.

“It has been determined that as of today, the total amount of underfunding for restoration work exceeds 450 million hryvnias. It was also noted that among the facilities requiring restoration for 2026, there are no healthcare institutions, specifically clinics in the Podilskyi and Desnianskyi districts,” Zubrytska wrote.

Lack of Funds for Hospitals and the Future of the City Budget

In addition to residential buildings, the plans for 2026 do not account for the need to restore healthcare facilities. In particular, this concerns clinics in the Podilskyi and Desnianskyi districts, which have been overlooked by the city authorities.

The Kyiv City Council commission is currently preparing an official appeal regarding the necessity of including a complete list of damaged facilities in the Economic and Social Development Program of Kyiv and in the city budget for 2026, with the provision of appropriate funding. This is intended to help ensure proper restoration of both residential buildings and medical facilities that require urgent reconstruction.
