The Commercial Cassation Court of Kyiv has overturned the previous instance’s decision regarding the development of the area where the famous Holosiivska Tower is located.

Holosiivska Tower Will Remain Untouched
The court granted the cassation appeals of the Kyiv City Prosecutor’s Office and the Kyiv City Council, thereby overturning the decision of the appellate court. Previously, this decision allowed for the conclusion of an additional agreement for the development of the site where the industrial architectural object of the 20th century — the so-called Holosiivska Tower — is situated.
“The panel of judges, led by Judge Oleksiy Sluch, ruled to grant the cassation appeals of the Kyiv City Prosecutor’s Office and the Kyiv City Council regarding the annulment of the appellate court’s decision. The latter concerned the recognition of the conclusion of an additional agreement for the development of the territory of a cultural heritage site,” the statement reads.
Architectural Landmark and Ongoing Struggle
According to information from activists of the public organization, the Holosiivska Tower is the highest point in the district and has been included in the Register of Cultural Heritage Sites of Kyiv since 2023. Heritage conservationists emphasize that the tower has great potential for revitalization and could be transformed into an observation deck, following the example of many European cities.
Despite the court victory, the struggle over the status of the tower continues. The capital’s prosecutor’s office aims to return the site to state ownership and initiate the restoration of the unique architectural landmark.
