Ukrainian President Volodymyr Zelensky announced the active preparation of the 19th package of European Union sanctions aimed at increasing pressure on Russia. According to him, this package will be the best response to the recent Russian drone attacks on the territory of EU countries.

Strengthening Control Over Financial Flows and the Shadow Fleet
The new sanctions package primarily focuses on the banking sector of the Russian Federation and financial institutions in countries that continue to conduct trade operations with Russia. Zelensky specifically highlighted the importance of restrictions on the infrastructure of the so-called shadow fleet, which contributes to filling Russia’s budget. Ship captains, insurers, terminals used for oil exports, and market operators facilitating Russian schemes to evade restrictions may fall under sanctions.
Joint Actions of the EU, the USA, and Partners in Sanctions
“We are also working against various sanctions evasion schemes – preparing a special European sanctions tool that will limit Russia’s access to certain critical goods. Consultations are ongoing between the European Union and the United States to combine sanctions pressure capabilities, particularly against revenues from Russian energy resources,” the head of state stated.
At the same time, Zelensky announced the completion of the synchronization of Ukraine’s sanctions with Japan by the end of this month. Consultations are ongoing with Canada and the United Kingdom to coordinate additional restrictions.
Since the beginning of 2025, Ukraine has already implemented 44 packages of its own sanctions against Russian legal and natural persons involved in the war, as well as individuals from other countries connected to Russia. Among the restrictions are sanctions against the Russian military-industrial complex, schemes for supplying critical components to Russia, sources of funding for the Russian budget, as well as against individuals engaged in war propaganda or spreading Russian influence.
The president emphasized that Ukraine’s recommendations are taken into account by partners when forming their sanctions decisions. It was previously reported that Ukraine synchronized sanctions with the United Kingdom, imposing restrictions on 47 individuals and 81 legal entities that assist the Russian military-industrial complex and economy.
