About 200 new ground-level crossings are set to appear in the capital, duplicating underground and overhead crossings, ensuring barrier-free road crossing for pedestrians.

Experts have calculated that 200 ground-level pedestrian crossings need to be established on the streets of Kyiv. They will duplicate underground and overhead crossings, significantly improving accessibility and safety for pedestrians. Public organizations are working alongside the city to implement this initiative. In particular, the NGO “Passengers of Kyiv”, Dоступно.UA, and U-Cycle have compiled a detailed list of locations where such crossings will be installed.
“All underground and overhead crossings in Kyiv must be duplicated by ground-level ones… Together with Доступно.UA and U-Cycle, we have prepared a list of nearly 200 ground-level crossings that will duplicate the underground and overhead ones,” the statement reads.
Implementation and Challenges
According to experts, most of the planned crossings will be located on streets with regulated traffic. An additional 39 crossings need to be installed at intersections where traffic lights are already in operation. Representatives of the public organization emphasize that this is not just an initiative of activists — the decision to duplicate crossings was made by the Kyiv City Council back in 2022. State building regulations also require the creation of regulated ground-level crossings near public transport stops.
In 2023, the Department of Transport Infrastructure of the Kyiv City State Administration approved a list of 49 priority crossings that are to duplicate the underground ones. Of these, ten have already been put into operation, and another eleven are planned to be completed by the end of the current year.
At the same time, the implementation of the project faces difficulties: the police are blocking the installation of two ground-level crossings — near the “Universitet” metro station and at the intersection of Velyka Vasylkivska and Skoropadskogo streets.
