The capital’s prosecutor’s office has filed a lawsuit regarding the construction of the Podilsk-Voskresensky Bridge.

The city prosecutor’s office is challenging the contract for the construction of one section of the Podilsk-Voskresensky bridge crossing and is demanding the return of more than two billion UAH already paid to the contractor from the Kyiv budget.
Details of the Lawsuit and Construction Progress
The lawsuit concerns the contract for the construction of a segment of the bridge between the Rusaniv Gardens dam and Pirova Boulevard. In April 2017, the municipal enterprise “Directorate for the Construction of Road Transport Facilities of Kyiv” signed a contract with a private contractor. Over the past eight years, the deadlines for project completion have been repeatedly postponed, and the cost of work has increased from 1.7 to 3.5 billion UAH. This is almost a doubling of the initial amount, confirmed by 90 additional agreements to the main contract. According to the prosecutor’s office, as of July 2025, more than two billion UAH has already been paid from the city budget.
Antimonopoly Investigation and Court Decisions
The Antimonopoly Committee of Ukraine found that two participants in the tender, including the winner, acted in concert and violated competition legislation, distorting the results of the competition. The enterprises attempted to challenge this decision in court during 2022–2023, but all judicial instances rejected their claims.
“Thus, the Podilsk District Prosecutor’s Office of Kyiv has filed a lawsuit in the interests of the state to declare the contract invalid as it contradicts the interests of the state and society, and to recover the paid funds from the tender winner. The Economic Court of Kyiv has opened proceedings in the case.”
Another similar case is already being considered in court based on a lawsuit from the Podilsk District Prosecutor’s Office of Kyiv regarding the contract for the construction of the Podilsky Bridge worth 8.4 billion UAH.
