The number of court cases opened due to wage arrears has significantly increased in Ukraine. As of early August 2025, over 35,000 such cases are being considered in courts, which is 11% more than at the end of 2021.

Sumy, Kyiv, and Dnipropetrovsk – Leading the Rankings

The leaders in the number of opened court cases are Sumy region, Kyiv, and Dnipropetrovsk region. It is in these areas that employees most frequently turn to the courts due to unpaid wages.

“The highest number of debts is reported by enterprises in the frontline Sumy region — 6,305 court proceedings, followed by the capital with 3,784, and Dnipropetrovsk with 2,456 proceedings,” the report states.

Social Aspects and Gender Distribution of Arrears

Statistics show that wage arrears more often affect men – they account for 56% of the total debt amount, while women represent 44% of such cases. This indicates certain characteristics of the labor market and employment structure in various sectors.

The issue of unpaid wages remains relevant, particularly in regions most affected by military actions, as well as in large cities where key enterprises and institutions are concentrated.
