In 2025, citizens of Ukraine continue to actively declare their incomes, demonstrating an increase in financial transparency. Ukrainians most frequently report foreign income and inheritances. Since the beginning of the year, 36 billion hryvnias in foreign earnings have already been declared, while the amount from inheritances or gifts of property has reached 15.9 billion hryvnias.

Structure of Declared Incomes
Significant amounts have been declared from transactions involving the sale of movable and immovable property — 7.5 billion hryvnias. Income from investments is estimated at 6.1 billion, other taxable revenues amount to 4.8 billion hryvnias, and profits from renting out property total 3.7 billion hryvnias.
Number of Declarations and Record Payments
In the first nine months of the current year, Ukrainians submitted over 226 thousand declarations of property status and income. Particular attention is drawn to a resident of Kyiv who declared a record amount of personal income tax and military levy — over 2 billion hryvnias.
“The annual increase in the number of submitted tax reports indicates a growing culture of transparent declaration. This is primarily about responsibility and trust, not just another mandatory procedure,” noted the State Tax Service.
Such trends indicate an increase in citizens’ sense of responsibility and the formation of trust in the tax system.
