In Kyiv, law enforcement uncovered a criminal organization that was engaged in creating fake documents for draft dodgers. According to the capital’s prosecutor’s office, the participants in this scheme offered men the opportunity to travel abroad using a false status of “large family father,” which allowed them to evade mobilization in Ukraine.

How the Criminal Scheme Operated

According to the investigation, the criminals targeted low-income women with children, offering them to agree to be the “biological” father of a third child in order to obtain the necessary documents. This allowed men to cross the state border of Ukraine without hindrance.

The accused, using connections in the district courts of the Odesa region, facilitated the production of fictitious court decisions regarding paternity establishment. Based on these, men were able to be exempted from mobilization, crossing the border without issues. For such fictitious paternity, the organizer received 3,000 US dollars, of which the children’s mothers received only 500 dollars.

According to the investigation, the scheme involved the conclusion of fictitious contracts and the production of fake documents, allowing draft dodgers to remain outside the mobilization zone. The case is currently in court, and the investigation continues to identify all participants and the detailed circumstances of the criminal activity.
