Ukrainian President Volodymyr Zelensky confirmed on April 22 that a complete ceasefire in the war waged by Russia against Ukraine means no strikes on Ukrainian territory. In his statement, he noted that this also implies the absence of mirror responses and added that Ukraine is ready for an unconditional ceasefire. Zelensky emphasized:

“A ceasefire means that there are no strikes on our territory and, accordingly, no mirror responses. Ukraine is ready for an unconditional ceasefire, and if this ceasefire is partial, then we are ready for mirror measures. If we do not strike energy facilities, we do not strike energy facilities in response. And accordingly, if there are no strikes with long-range weapons, Russia does not use long-range weapons, Ukraine does not use long-range weapons.”
At this time, on April 19, the Kremlin made an unexpected statement from Russian President Vladimir Putin about a “Easter truce.” This truce was supposed to last for 30 hours – from 6:00 PM on April 19 to midnight on April 21. However, later Ukraine and Russia accused each other of violating the terms of this ceasefire regime.
Ukraine proposed to ban the use of long-range drones and missiles for strikes on civilian infrastructure for at least 30 days, with the possibility of extension. The President of Ukraine emphasized that Kyiv’s actions would remain mirror: “we will respond to silence with silence, and to defense against Russian strikes — with our strikes.” Statements from the Kremlin on April 20 confirmed that Putin did not issue an order to continue the “Easter truce” after midnight on April 21.
