In Kyiv, There Are Demands to Install Modular Shelters for Residents’ Protection

An electronic petition has appeared on the Kyiv City Council’s website, demanding that the city authorities establish modular shelters in the capital. The petition was initiated by journalist and former prisoner Volodymyr Fomichov, who emphasized the urgent need for safe spaces for Kyiv residents during air alerts.

Innovations in City Safety: Why Modular Shelters Are Needed

Modular shelters are already actively used in cities across Ukraine, such as Kharkiv, Kherson, Mykolaiv, Dnipro, and Zaporizhzhia. However, in Kyiv, despite its status as the capital, such protective structures are still lacking. The petition highlights the discrepancy in the level of safety for Kyiv residents compared to other major cities in the country.

The petition’s author points out that during the recent drone attack on September 2, 2025, many people found themselves on the streets without the ability to seek refuge in a safe place. This underscored the urgent necessity for mobile shelters in areas with high concentrations of people, especially where there are no permanent protective structures.

Legal Basis for Installing Shelters

“As of August 1, 2025, the national standard DSTU 9329:2025 ‘Primary (Mobile) Shelters. Main Parameters and Testing Methods’ came into effect. This already provides a legal basis for unblocking the construction of mobile shelters in Kyiv,” writes Volodymyr Fomichov.

With the implementation of the new state standard, legal conditions are being created for the installation of modular shelters in the capital. The petition also emphasizes that such structures should first appear in places with large crowds—at public transport stops and in areas lacking adequate shelters. Kyiv residents are collectively demanding that the city authorities expedite this process to enhance safety levels in the city.
