In Ukraine, the diversification of energy generation sources is actively ongoing, which enhances the resilience of the energy system to potential threats.

Energy expert, Doctor of Public Administration and Candidate of Technical Sciences Hennadiy Ryabtsev is convinced that large-scale power outages, particularly in Kyiv, are unlikely this winter.

“No apocalyptic scenarios are being predicted; they are considered, but due to their low probability, they are not forecasted,” said Hennadiy Ryabtsev.

Why Blackouts in Kyiv Are Unlikely

According to the expert, while emergency power or heating outages may occur due to damage, their consequences can be quickly addressed — from a few minutes to a few days.

Hennadiy Ryabtsev named several factors that allow for an optimistic assessment of the energy situation:

  • A significant portion of the energy infrastructure that was previously damaged has been restored.
  • A considerable number of small generating units have been integrated into the energy system, operating in regions and cities, providing additional resilience to the system.
  • Ukraine has created necessary fuel reserves and the most vulnerable equipment that can be quickly replaced in case of damage.
  • The air defense of the country’s territory is being strengthened, minimizing the risks of destruction of energy facilities.

“We are talking about hundreds of such units. And there will be even more, as decisions have been made on decentralization and the restructuring of the energy sector. While we would like to see faster progress, it is still sufficient,” noted Hennadiy Ryabtsev.

Decentralization of Energy and Reserves for Rapid Response

The expert emphasized that the decisions made regarding the decentralization of the energy system provide additional opportunities for balancing energy consumption, and the increase in the number of regional generation units helps avoid total outages even in challenging conditions.

Moreover, the prepared reserves of fuel and equipment allow for a quick response to possible network damage in the event of attacks or emergencies.

Among the important positive factors, the increasing density of the air defense system is also noted, which, according to Hennadiy Ryabtsev, will serve as another safeguard for energy stability this winter.
