How the Document Forgery Scheme Operated
Law enforcement officials reported that a 43-year-old resident of Kyiv organized the criminal activity, involving two medical workers from city hospitals. For a monetary reward, they assisted those wishing to evade mobilization by issuing fictitious care for supposedly ill relatives.
The scheme operated as follows: clients provided the organizer with copies of personal documents and information, which she then relayed to the doctors. The medical professionals produced a complete set of fake medical certificates and conclusions without conducting any examinations or medical check-ups. All documents contained false information about a serious illness of the relative, which, under the law, grants the accompanying person the right to travel abroad and avoid mobilization.
The completed package of medical documents was handed over by the organizer to the “client” in exchange for a “reward” of 3,500 US dollars. This way, the “customer” could avoid mobilization and travel abroad without hindrance as a person accompanying a sick individual.
Seizure of Evidence and Arrests
During searches at the suspects’ locations, forged medical certificates, rough notes, and other physical evidence confirming the illegal activity were seized. All participants in the scheme have been detained, and the police continue investigative actions to identify other individuals involved in the fraud.

The police urge citizens not to use such illegal services, as this may lead to criminal liability.
