Negotiations between Ukraine, the USA, and Russia in Abu Dhabi Concluded: Key Outcomes and Upcoming Rounds

Tripartite negotiations involving representatives from Ukraine, the United States of America, and the Russian Federation took place in the capital of the United Arab Emirates. The talks lasted over three hours and marked the next phase in diplomatic efforts to resolve the war initiated by Russia against Ukraine.

Meetings Will Continue: What We Know About Upcoming Rounds

According to preliminary information, the parties agreed to continue dialogue next week. The Ukrainian delegation described the meetings as constructive and positive, emphasizing that discussions were conducted in a pragmatic manner. Representatives of the Russian delegation also confirmed that the negotiations yielded some results and will continue in the near future.

The second day of the tripartite negotiations began on January 24, with key topics focusing on the parameters for a possible end to the war.

“They are discussing the parameters for ending the war. They should at least have some responses from Russia by now, and the main thing is for Russia to be ready to end this war that it itself started. Ukraine’s positions are clear. I have defined the framework for dialogue for our delegation. The delegation is in constant communication – Rustem Umerov, Kyrylo Budanov, Davyd Arakhamia, Serhiy Kyslytsia. Tomorrow, General Hnatov, the Chief of the General Staff, and representative of the GUR Skibitsky will also join the negotiations,” said Zelensky.

Main Issues of the Negotiations and Positions of the Parties

Ukrainian President Volodymyr Zelensky noted that possible frameworks for ending the war are being considered in the negotiations, but it is still too early to draw final conclusions, as the content of discussions requires further analysis after the next meetings. He emphasized that only a mutual desire from both sides to achieve peace can lead to real progress.

One of the central issues of the negotiations is the situation in Donbas. Zelensky stressed that the future of this territory must be determined solely through the will of the Ukrainian people – by means of elections or a referendum. The Russian side, for its part, continues to insist on the withdrawal of the Armed Forces of Ukraine from Donbas and recognizes this territory as Russian. Yuri Ushakov, assistant to the President of Russia, noted that, in Moscow’s view, without resolving the so-called “territorial issue,” hopes for a long-term settlement are impossible. Meanwhile, the Kremlin refuses to disclose details of the so-called “Anchorage formula,” which is allegedly being discussed in the negotiations.

According to information circulated by foreign media, Ukraine and the USA may have proposed to Russia during the meeting in the UAE to cease strikes on Ukrainian energy infrastructure in exchange for stopping attacks on oil refineries and tankers of the so-called “shadow fleet.” There is currently no official confirmation of this information.

Currently, part of Donbas remains under the control of Ukrainian forces, where fierce battles continue. The Ukrainian delegation, which includes Rustem Umerov, Kyrylo Budanov, Davyd Arakhamia, Serhiy Kyslytsia, as well as General Hnatov and representative of the GUR Skibitsky, continues to work towards achieving a diplomatic resolution to the conflict.
