Kyiv Records Unprecedented Heating and Hot Water Debts

The total amount of debts owed by Kyiv residents for heating and hot water services has exceeded six billion hryvnias. The largest debtors are often owners of elite real estate, as well as those who own multiple apartments in prestigious areas of the capital.
Who Owes the Most for Utilities
According to the municipal enterprise, there are over 100,000 apartments in Kyiv whose owners or residents have not paid a single hryvnia for heating during the past heating season. At the same time, the main debtors are those living in elite housing or owning several apartments in the central districts of the city.
“It is paradoxical that such ‘chronic’ debtors are usually owners of elite real estate or even several apartments in central Kyiv,” the enterprise reported, noting that some of these individuals have not paid anything for seven years.
Debt Statistics and Legal Claims
As of August 2025, the total debt of the capital’s population for centralized heating and hot water supply reached 6.5 billion hryvnias. Of this amount, 3.7 billion hryvnias are debts for heating, while another 2.8 billion hryvnias are for hot water.
Currently, nearly 11,000 lawsuits regarding the collection of debts for these services are pending in the courts. Heating energy providers emphasize the necessity of timely payments, as this is critically important for the stable functioning of the city’s heating system.
