The situation with unfinished residential buildings in the capital of Ukraine remains critical. Currently, the city districts are filled with abandoned construction sites that have been stagnant for years. Instead of returning the land to the community, the city authorities often continue lease agreements, ignoring numerous appeals from Kyiv residents regarding sanitary violations and the dangers posed by such sites.
Statistics and Localization of Incomplete Constructions
According to official data, during 2024, the Kyiv City State Administration recognized 72 residential buildings as problematic, which have not been put into operation. A significant portion of these has been in a state of frozen construction for many years.
It is worth noting that this list does not include other types of real estate, such as retail and office centers, parking lots, and other commercial properties — their number remains undefined, which only exacerbates the scale of the problem.
Impact on the Urban Environment and Examples
Researchers emphasize that unfinished buildings are present in almost all districts of the city, often located close to one another, including in the historic center of Kyiv.
“This is a huge number of buildings. In some places, they are located just a few hundred meters apart — all in the historic center. For example, there is a large construction of the Kyiv Theater Institute named after Karpenko-Kary. Just a few hundred meters towards Halytska Square and the circus — there is an unfinished children’s urological hospital nearby,” says digger, local historian, and Kyiv researcher Kyrylo Stepanets.
Architect and infrastructure researcher Oleg Hrechukh emphasizes that such sites are practically present in every district of the metropolis, regardless of the route taken through the city.
The problem of unfinished constructions in Kyiv remains one of the most pressing issues for the local community, as these sites not only spoil the appearance of the city but also pose a serious threat to the safety of residents.
