Law enforcement officials have uncovered three individuals who organized the illegal acquisition of documents for taking the driving test in Kyiv.

How the Illegal Document Acquisition Scheme Worked
The Podil District Prosecutor’s Office in Kyiv has announced suspicions against the director of one driving school, his assistant, and an intermediary. According to the investigation, these individuals assisted future drivers in obtaining a certificate of practical driving lessons, which is mandatory for admission to the practical exam at the Ministry of Internal Affairs service centers, in exchange for monetary compensation.
According to the case materials, the driving school director provided his assistant with an electronic access key to the information and communication system of the Unified State Register of the Ministry of Internal Affairs. Acting on the director’s instructions, the assistant entered false data indicating that the candidates had supposedly completed 40 hours of practical training and passed the internal exam. The service cost 8,000 hryvnias.
The Intermediary and Client Search
The third suspect was responsible for finding clients, promising assistance in passing the practical exam directly at the territorial service center of the Ministry of Internal Affairs. For this service, he demanded 12,000 hryvnias.
“The Kyiv Prosecutor’s Office has reported suspicions against the driving school director, his assistant, and the intermediary, who helped future drivers obtain a certificate of practical driving training for money. This document is necessary for admission to the practical exam at the territorial service centers of the Ministry of Internal Affairs.”
Law enforcement officials are currently identifying other possible participants in the criminal scheme.
