Searches at MP Kaptyolov: Investigation into Undeclared Property in Moscow

Detectives from the National Anti-Corruption Bureau of Ukraine conducted a search at the residence of MP Roman Kaptyolov, a member of the “Servant of the People” faction. The investigative actions were carried out as part of a criminal proceeding on suspicion of providing false information in the declaration, according to part 2 of Article 366-2 of the Criminal Code of Ukraine. The case was opened following a journalistic investigation that revealed the MP had not declared his family’s property in Moscow, as well as his wife’s income, a citizen of the Russian Federation, from a state institution in the Russian capital.

Seizure of Phone and Details of Investigative Actions

By the ruling of the High Anti-Corruption Court dated July 1, on June 17, NABU detectives conducted a search at the MP’s apartment, during which they seized his iPhone 12 mini. Kaptyolov refused to provide access to the device, explaining that “it contains information related to his parliamentary activities.” Ultimately, the phone was seized for expert examination to copy the relevant information. At NABU’s request, a seizure was placed on the specified device.

Property, Income, and Family Trips of the MP

In December 2024, journalists published an investigation revealing that since 2015, Roman Kaptyolov’s family has owned a share of an apartment in Moscow. A third of this property is registered in the name of the MP’s wife and children, and its estimated value is about 6 million hryvnias. At the same time, this information was not reflected in the MP’s declaration.

Investigators also established that the MP’s family left Ukraine a month before the start of the full-scale aggression by the Russian Federation. Since December 2023, Kaptyolov’s wife has been receiving a salary from the “Association of Cultural Centers of the Southwestern Administrative District” in Moscow. According to a document from the Russian pension fund, in December she received 52,000 rubles — approximately 21,000 hryvnias. Overall, her income for 2024 amounted to over 700,000 rubles, or about 300,000 hryvnias. However, this income, like the earnings from online training for Russian citizens, was not declared by the MP for 2023.

“Schemes” also established that between July and September 2022, as well as in January 2023, the “servant of the people” traveled abroad – during that period, several plenary sessions took place, during which, according to the electronic system of the Verkhovna Rada, the MP “did not vote” or was marked as “absent.”

The dates of Kaptyolov’s foreign trips coincide with his wife’s movements from Russia to Turkey. In a comment to journalists, the MP explained that the trips were official and related to personal circumstances, but he did not provide copies of the relevant business trips. He claims that he declared everything required by law, and regarding the family’s Russian property, he knows nothing. According to Kaptyolov, “these circumstances do not affect his activities as a member of parliament.”
