Stefanchuk Appeals to Foreign Parliaments Over Mass Attacks by Russia on Energy Infrastructure

Following yet another large-scale missile attack by Russian forces on Ukrainian territory, the Chairman of the Verkhovna Rada, Ruslan Stefanchuk, urged parliaments of other countries not to remain indifferent and to strengthen their support for the Ukrainian people in their fight against Russian aggression.

In his video address, Ruslan Stefanchuk emphasized the difficult situation that has arisen due to the nighttime shelling – not only the parliament but also the majority of residents in Kyiv, Odesa, and Kharkiv were left without electricity, heat, and water. He stressed the need for an international response to the actions of the Russian leadership, calling these strikes terrorism and genocide against Ukraine.

“Today, in the Ukrainian parliament, as well as in the vast majority of apartments of residents in Kyiv, Odesa, and Kharkiv, there is no electricity, no water, no heat. Therefore, I once again appeal to you to draw your attention to what Putin is doing to Ukraine today. He is committing terrorism, he is committing genocide, continuing to do everything to destroy Ukraine. So I urge you: do not remain silent, help Ukraine, do everything to ensure that Ukraine withstands this terrible war,” said Stefanchuk in his video address.

Massive Missile and Drone Strikes on Ukraine

On the night of January 20, Russian troops struck Ukraine, using one anti-ship missile “Zircon,” 18 ballistic and 15 cruise missiles, as well as 339 strike drones, of which approximately 250 were “Shaheds.” The main focus of the attack was on the Kyiv region.

In Kyiv, as a result of the enemy attack, one person was injured, and residents of the left-bank areas faced interruptions in electricity and water supply. A total of 5,635 multi-story buildings were left without heat, with 80% of them having already restored heating after the previous shelling on January 9. According to Mayor Vitali Klitschko, heating was promptly restored in over 1,600 buildings.

In the Vinnytsia region, a hit on a critical infrastructure facility was recorded, and damage to an energy facility was also reported in Odesa. In Poltava region, an industrial enterprise was hit.

Since the beginning of the full-scale invasion in February 2022, Russia has been deliberately attacking Ukraine’s energy infrastructure. The shelling intensified significantly from the fall of 2025, leading to substantial disruptions in energy supply across the country.

The Security Service of Ukraine classifies Russia’s attacks on Ukrainian energy facilities as crimes against humanity. According to the SBU, since the beginning of the current heating season, 256 aerial attacks by Russia on energy facilities and heating systems in Ukraine have been documented.
