Andriy Vitrenko, head of the Permanent Commission on Budget and Socio-Economic Development of the Kyiv City Council, reported that according to a journalistic investigation, on April 25 at 3:00 PM, during working hours, high-ranking officials of the Kyiv City State Administration gathered on community-owned territory in Kyiv to celebrate the birthday of Mykola Povoroznyk.
“According to the journalistic investigation, at 3:00 PM, during working hours, on Friday, April 25, a number of high-ranking officials of the Kyiv City State Administration gathered on community-owned territory in Kyiv to celebrate the birthday of Mykola Povoroznyk. In our opinion, this is not just immoral. It is a violation of: the Internal Service Regulations of the Kyiv City State Administration, ethical norms of public service, the Law on Public Service, and the Mayor’s Order regarding the Day of Mourning. Unpunished rudeness in the halls of power is a challenge to each of us.”
The deputy faction demands that Mayor Vitali Klitschko publicly state his official position regarding this situation and inform about further actions concerning those responsible for the festive event. According to Vitrenko, Kyiv deserves responsible, humane, and transparent governance that cares for its residents rather than demonstrating indifference and cynicism.

The celebration took place the day after a massive missile strike on Kyiv, during which Russian occupiers targeted a high-rise building in the Svyatoshyn district, resulting in the deaths of 12 people and injuring over 70. The event was held at the Dnipro Water Intake Station, which is strategic for the city’s water supply. According to the cadastral map, this land is designated for industrial areas intended for transport, communication, energy, and defense, and now also for the festive events of top officials.
