The US is Working on New Security Guarantees for Ukraine After the War

US Secretary of State Marco Rubio announced that the United States is actively developing a system of security guarantees for Ukraine that will come into effect after the war ends. According to him, Ukraine will have the right to enter into security agreements not only with the US but also with European and non-European partners, and Washington is already coordinating this process with allies.

Key Aspects of the New Security Guarantees for Ukraine

Marco Rubio emphasized that every sovereign state has the right to form defense alliances, and after the conflict is resolved, Ukraine will be able to take advantage of this opportunity. Interestingly, according to the Secretary of State, even the Russian Federation has recognized this right of Ukraine for the first time under pressure or at the suggestion of US President Donald Trump.

“Any sovereign country in the world has the right to enter into security alliances with other countries… And so I think everyone recognizes – including, by the way, for the first time, the Russian side under pressure or at the suggestion of President Trump – that in fact Ukraine has the right to enter into security agreements with other countries after the conflict,” he said in an interview on Fox News.

Rubio stressed that the creation of new security guarantees for Ukraine will only be possible after a peace agreement is reached. The US is already working with European and other countries to lay the groundwork for such agreements that will allow Ukraine to feel secure in the future.

Conditions for Settlement and Positions of the Parties

The US Secretary of State noted that achieving peace will require compromises from both sides of the conflict. According to him, in any negotiations, each side will have to make certain concessions, as neither will get everything they want 100 percent. In particular, the issue of territorial boundaries and their definition will be an important component of future negotiations between Ukraine and Russia. Rubio emphasized that, while this is a complicated and possibly not entirely fair process, compromises are necessary to end the war.

He also clarified that final decisions regarding borders and the terms of the peace agreement must be made by Ukraine and Russia, depending on what concessions each side is willing to make.

On August 18, Ukrainian President Volodymyr Zelensky visited Washington, where he held talks with US President Donald Trump alongside leading European allies. One of the key topics of the meeting was the issue of security guarantees for Ukraine. Just a few days prior, negotiations took place in Alaska between Vladimir Putin and Donald Trump, with the main topic also being the cessation of the war, but no public announcements were made regarding the agreements reached.

Amid the ongoing invasion by the Russian Federation, Ukraine has repeatedly declared its desire to join NATO or receive significant security guarantees from the US and like-minded European countries. At the same time, Moscow insists on the non-expansion of NATO and Ukraine’s renunciation of its right to join the Alliance. American representatives have repeatedly stated that Ukraine’s NATO membership is not currently under consideration.
