International Negotiations and Economic Aid to Ukraine

On the eve of the meeting, on January 21, Donald Trump announced his readiness to meet with Volodymyr Zelensky in Davos. At the same time, the Office of the President of Ukraine noted that Zelensky was in Kyiv at that time. The Ukrainian president did not announce his plans to participate in the forum, emphasizing the difficult energy situation in the country and the dependency of his visit on the readiness of documents regarding cooperation with the United States and partners, particularly in the area of air defense.

The Ukrainian delegation at the World Economic Forum was led by the head of the President’s Office, Kyrylo Budanov. Delegation member Rustem Umerov reported that the Ukrainian side held meetings with U.S. Special Envoy Steve Witkoff and Jared Kushner. The main topics of discussion included the country’s economic recovery, post-war reconstruction, and security guarantees for Ukraine.

The meeting of Ukrainian representatives with Steve Witkoff took place on the eve of his visit to Moscow, where he plans to meet with Vladimir Putin. It was previously reported that Witkoff and Jared Kushner intend to hold negotiations with the Russian president this month.

On January 17, the Ukrainian delegation also held talks with U.S. representatives in Miami. Economic aid of up to $800 billion was discussed. This package was to be part of a broader peace agreement being worked on by the U.S., Ukraine, and European countries. The signing of the package was planned to be announced during the forum in Davos, but, according to sources, due to disagreements between European partners and Trump’s initiatives, the signing was postponed. In particular, contradictions arose over ideas for purchasing Greenland and establishing a Peace Council, which led to the postponement of the announcement regarding economic support for Ukraine, known as the “prosperity plan.”
