Ukraine and the USA Prepare for New Peace Negotiations

The Ukrainian authorities positively assess the efforts of U.S. President Donald Trump aimed at ending the war that Russia is waging against Ukraine. This was stated by Foreign Minister Andriy Sybiha during a press conference with Latvian Foreign Minister Edgars Rinkēvičs, emphasizing the importance of support from European partners in the peace process.

Preparation for New Negotiations Between Ukraine and the USA

Sybiha stressed that Ukraine is interested in achieving a just peace as soon as possible. According to him, the Ukrainian negotiation team is already in contact with their American counterparts, and new meetings are scheduled soon to discuss specific steps towards advancing the peace settlement.

“This is our national interest, and based on this national interest, the Ukrainian negotiation team is working. They are in contact with the American team. In the near future, we should probably expect further contacts to discuss specific steps on how to bring about a just peace for Ukraine,” the minister stated.

The minister also confirmed that a new meeting of the negotiation delegations is expected soon, emphasizing that the main expectation is concrete progress in achieving a ceasefire. He noted that all diplomatic efforts are aimed at ensuring a sustainable peace process for Ukraine.

U.S. Peace Plan: Key Provisions and Positions of the Parties

According to Sybiha, the Ukrainian side is also interested in a meeting between Presidents Volodymyr Zelensky and Donald Trump, as the most complex issues can only be resolved at the leaders’ level.

Recently, information about a draft U.S. peace plan has emerged in the media. Among its points is the holding of elections in Ukraine within 100 days after the signing of the agreement, the inclusion of a non-alignment clause in the Constitution, and the limitation of the Armed Forces of Ukraine to 600,000 military personnel. At the same time, according to newer data, the updated version of the plan excludes the requirements regarding the limitation of the Armed Forces and amnesty for war crimes, and the total number of points has been reduced from 28 to 19.

On November 23, in Geneva, the delegations of the USA and Ukraine attempted to agree on positions regarding the plan to end the war. As a result of the negotiations, an updated concept was developed, which, according to the parties, fully supports Ukraine’s sovereignty and aims to ensure a just peace.

The White House noted that the proposed plan still contains “a few delicate but not insurmountable details” that require further negotiations involving Ukraine, Russia, and the USA.

The Russian Federation’s Ministry of Foreign Affairs stated support for American efforts to find ways for a peaceful settlement; however, they emphasized that there will be no concessions from Moscow. The Kremlin confirmed receipt of the latest versions of the peace plan but noted that “serious discussions” with the American side have not yet taken place.

U.S. President Donald Trump, responding to questions about possible concessions from Russia within the framework of the peace process, stated that “a major concession would be for them to stop fighting and not take any more territory.”
