Ukraine Documents Nearly 6,000 Cases of Russia’s Use of Cluster Munitions

Ukrainian authorities have recorded at least 5,974 instances of Russia using cluster munitions against military and civilian populations. This was reported by the Ministry of Foreign Affairs, emphasizing the systematic and targeted nature of such attacks during the aggression against Ukraine.

Instances of Cluster Weapon Use and Consequences

The ministry notes that Russian occupiers regularly conduct missile and bomb strikes on the positions of Ukraine’s Defense Forces and on peaceful residents, using missile systems such as “Smerch,” “Grad,” “Uragan,” “Tochka-U,” and aerial bombs equipped with cluster elements, including 9N210, 9N235, KOBE 3B-30, Q-16, KE 136V3, M42, SHOAB-0.5, and others.

The Ministry of Foreign Affairs specifically highlighted a number of high-profile incidents that occurred during the full-scale war:

  • The shelling of Chernihiv with the “Uragan” MLRS on March 17, 2022, which resulted in 22 deaths and 31 injuries;
  • The strike on the railway station in Kramatorsk on April 8, 2022, by a “Tochka-U” missile during the evacuation of civilians, resulting in 54 deaths and 135 injuries;
  • The shelling of Kyiv on June 17, 2025, by an X-69 missile, after which “29 items resembling cluster munitions” were discovered.

“Russian killers deliberately and systematically use cluster munitions to maximize civilian casualties and destruction. This is part of the systematic policy of terror that Moscow implements against the Ukrainian people. The international community must also be aware that Russia is training its allies – Iran and North Korea – in such criminal methods of warfare,” the ministry stated.

Violations of International Law and Calls for a Decisive Response

The Ministry of Foreign Affairs emphasizes that Russia’s actions constitute a gross violation of fundamental norms of international humanitarian law, including the Geneva Convention on the Protection of Civilian Persons in Time of War, the Additional Protocols to the Geneva Conventions, and the Rome Statute.

The Ukrainian authorities urge partner states and international organizations to respond decisively to “such Russian crimes, commensurate with their unprecedented scale and brutality.” The Ministry of Foreign Affairs considers it necessary to significantly increase pressure on the Russian Federation, including the imposition of new devastating sanctions against the Russian economy, industry, defense sector, energy revenues, banking sector, as well as against individuals and legal entities that directly or indirectly contribute to the aggression.

The diplomatic agency also called on allies to intensify the supply of air defense systems and munitions to Ukraine, as well as to strengthen the long-range capabilities of the Armed Forces of Ukraine and invest in the development of domestic defense production.

Russian troops regularly conduct attacks on Ukrainian regions using various types of weapons: strike drones, missiles, guided aerial bombs, and multiple launch rocket systems.

Despite numerous evidence of destruction of civilian infrastructure, the Russian leadership denies intentional strikes on civilian objects, hospitals, schools, kindergartens, energy, and water supply networks.

The Ukrainian authorities, together with international organizations, classify these actions as war crimes of the Russian Federation, which have a targeted nature.
