Ukraine intends to launch the full functionality of the International Register of Damages caused by the Russian Federation during its aggression against the country by the end of 2025. This was announced by Prime Minister Denys Shmyhal during a government meeting held on May 21. According to him, cooperation with international partners is aimed at ensuring justice and proving the facts of Russian crimes in court.

What is the International Register of Damages and How Does It Work?
The International Register of Damages was created to record material and immaterial losses caused by the aggression of the Russian Federation against Ukraine. To date, according to Shmyhal, citizens have already submitted over 27,500 applications concerning various types of damages. As the situation changes, the government is working to ensure that all 45 categories of losses are available for reporting by the end of the year.
The Prime Minister emphasized that currently, applications can be submitted for 10 categories of damages, which include damage or destruction of property, bodily harm, death of loved ones, torture, and deprivation of liberty. He added:
“We are working to ensure that all 45 categories of the Damage Register are opened by the end of the year. Thank you to everyone who stands in solidarity with Ukraine”
It is noted that this register began accepting applications regarding the disappearance of loved ones in March 2025. The establishment of the International Register of Damages in The Hague was announced in May 2023, when over 40 countries and the EU expressed their support and willingness to join the agreement. The register began its work on April 2, 2025, marking an important step in holding the aggressor country accountable for its crimes.
