Ukraine to Receive Next ERA Funding Tranche in October 2025

Ukraine is expecting a new tranche of financial assistance under the Extraordinary Revenue Acceleration (ERA) tool in October 2025. This was announced by Defense Minister Denys Shmyhal after a conversation with European Commissioner for Economy and Productivity Valdis Dombrovskis.

Financial and Defense Support for Ukraine

One of the main topics of the negotiations was the implementation of the SAFE tool – the European Union’s defense initiative with a total budget of 150 billion euros. Ukraine continues to coordinate its needs with European partners, identifying priority projects and involving enterprises from the Ukrainian defense industry. Special attention was given to funding Ukraine’s defense needs, particularly through the ERA mechanism.

“We coordinated our needs, priority projects, and the involvement of Ukrainian defense industry enterprises. We also discussed funding for Ukraine’s defense needs, particularly through the ERA mechanism. We expect the next tranche in October,” the minister stated.

Frozen Russian Assets and EU Sanctions

During the conversation, the parties also discussed the issue of confiscating frozen Russian assets and preparing the next, already the 19th, package of European Union sanctions. Ukraine hopes for its swift approval, which should enhance its resilience and the security of all of Europe.

Commissioner Valdis Dombrovskis confirmed that the discussions concerned assistance under the ERA, which will be available in October, as well as a loan for reconstruction. According to him, Ukraine will repay these funds only after Russia pays reparations.

The European Union, according to officials, is considering providing Ukraine with a so-called “reparations loan” of up to 130 billion euros.

It is worth noting that in August 2025, Ukraine already received 1 billion euros through the ERA mechanism, funded by the profits from frozen Russian assets. The Extraordinary Revenue Acceleration initiative, launched by the G7 countries, allows for financial support to Kyiv specifically from these funds.
