Verkhovna Rada Allows Deployment of Ukrainian Military Ships Abroad

The Verkhovna Rada of Ukraine has approved a law that permits the deployment of units of the Armed Forces of Ukraine to other countries. The relevant bill was passed in the second reading and as a whole on October 9. A total of 282 members of parliament voted in favor of the document.

New Opportunities for Ukrainian Military

The adopted law regulates the approval of the presidential decree of Ukraine dated September 19, 2025, which defines the procedure for sending units of the Armed Forces of Ukraine beyond the country’s borders. The main goal of this step is to enable Ukrainian servicemen to be present in partner countries to acquire modern military equipment and learn how to use it effectively.

According to the explanatory note, due to the full-scale aggression of Russia, there has arisen a necessity for the deployment and presence of servicemen on the territory of Ukraine’s partner states, which “will facilitate the acquisition of complex military equipment and the professional mastery of its use for the protection of Ukraine’s sovereignty and territorial integrity.”

Planned Deployments of Ships to Turkey and the United Kingdom

The presidential decree provides for the temporary deployment of several military ships of the Armed Forces of Ukraine to Turkey and the United Kingdom. The duration of the stay is determined until the cessation or cancellation of martial law in Ukraine. In particular, the corvette “Hetman Ivan Mazepa,” with a crew of 106 servicemen, will be sent to the Republic of Turkey.
