Verkhovna Rada Considers Bill on Changing the Cabinet During Martial Law

A bill has been registered in the Verkhovna Rada that allows for changes to the composition of the Cabinet of Ministers even during martial law. Bill No. 13407 was submitted by members of parliament from the “Golos,” “European Solidarity,” and “Servant of the People” factions, as well as independent Dmitry Razumkov.

What the Legislative Initiative Entails

One of the main points of the bill is the exclusion of the provision that prohibits the termination of the Cabinet of Ministers’ powers during martial law. It is also proposed to amend the law on the “Cabinet of Ministers of Ukraine.” Consequently, any submission by the Prime Minister regarding the appointment of government members must be accompanied by a draft program of the Cabinet’s activities with clearly defined goals and objectives.

The document states that the coalition proposing a candidate for a government position must sign the corresponding proposal, recording the results of the roll-call vote of each coalition member regarding this candidacy.

Preconditions and Parliamentary Discussion

This legislative initiative has emerged against the backdrop of renewed discussions about the possible dismissal of Prime Minister Denys Shmyhal and a government reshuffle. MP from the “Golos” faction Yaroslav Zheleznyak, one of the bill’s co-authors, expressed on June 16 that the Verkhovna Rada could adopt an amendment this month that would allow for the replacement of the Prime Minister and a complete overhaul of the government even during wartime.

“Last summer, the media reported that the president was ‘tired of Shmyhal’ and was supposedly considering replacing the Prime Minister. After that, there were personnel changes in the government, but Shmyhal remained in his position.”

Prime Minister Denys Shmyhal has been leading the government for 4.5 years. During this time, rumors and predictions about his possible resignation have repeatedly surfaced.
