Throughout 2025, the President of Ukraine, Volodymyr Zelensky, demonstrated active diplomatic engagement, making 59 foreign trips to 25 different countries. During this period, the Ukrainian leader hosted nearly 100 heads of foreign states and governments in Kyiv and conducted over 230 phone calls with leaders of countries, international organizations, and spiritual leaders.

Key Diplomatic Priorities of Zelensky in 2025
One of the main focuses of the president’s diplomatic efforts was cooperation with the American side on the development of a 20-point peace plan, as well as documents aimed at ensuring security guarantees and prosperity for Ukraine. The culmination of this interaction was a meeting between the leaders of Ukraine and the USA on December 29 at the Mar-a-Lago residence in Florida.

Cooperation with International Partners and Sanctions Policy
In 2025, Ukraine synchronized 14 packages of sanctions with its partners: two packages were agreed with the USA and the United Kingdom, eight with the European Union, and one each with Canada and Japan. Such coordination allows for increased international pressure on Russia and supports Ukraine’s resilience in the context of war.
The countries that Volodymyr Zelensky visited include Germany, Italy, Poland, Switzerland, the United Arab Emirates, Turkey, the USA, the United Kingdom, Belgium, Saudi Arabia, Finland, Norway, France, the Republic of South Africa, the Czech Republic, Albania, Lithuania, Austria, Canada, the Netherlands, Denmark, Sweden, Greece, Spain, and Ireland.
Additionally, the president participated in nearly 150 events within Ukraine and held 20 international video conferences, highlighting the scale and diversity of his foreign policy activities in 2025.
It is worth noting that 2026 may mark the fifth year of full-scale aggression by the Russian Federation against Ukraine, which has been ongoing since February 2022. Despite numerous diplomatic efforts, hostilities continue even during the New Year holidays, and Moscow refuses to entertain any proposals for a temporary or permanent ceasefire.
