The President of Ukraine, Volodymyr Zelensky, believes that the week during which Russia was to refrain from attacks on Ukrainian energy infrastructure began on the night of January 30. He emphasized that Ukraine is ready to respond in kind to these actions, refraining from strikes on Russian energy facilities provided that Russia maintains a similar stance.
“The American side spoke about refraining from strikes on energy for a week, and the countdown began last night. It depends on our partners, of course – on the United States – how all this will unfold. Ukraine is ready to mirror refrain from strikes, and today we did not strike Russian energy facilities,” said the head of state in an evening video address on January 30.
Differences in Interpretation Between Kyiv and Moscow
The Kremlin’s position on the timing of this “energy truce” differs. According to spokesperson Dmitry Peskov, President Donald Trump personally asked the Russian leader to refrain from strikes on Kyiv for a week, until February 1, to create favorable conditions for negotiations. At the same time, Trump noted that he asked Putin not to attack Ukrainian cities due to the extremely cold weather, and received agreement.
Conflicting reports are also coming from Russian military bloggers, who claim that the Russian command allegedly verbally disseminated an order prohibiting strikes on Ukraine’s energy infrastructure and facilities in Kyiv and the region until February 3, 2025.
The Ukrainian Side Did Not Negotiate a Ceasefire
Volodymyr Zelensky emphasized in comments to journalists on January 30 that during negotiations in Abu Dhabi, the Ukrainian side did not directly discuss the issue of an “energy truce” with representatives of Russia. The President of Ukraine also stressed that the cessation of attacks by Ukrainian forces on Russian energy facilities is only possible if Russia also refrains from such actions.
It is worth recalling that since the beginning of the full-scale invasion, Russia has systematically attacked Ukraine’s energy infrastructure. Since the fall of 2025, these shellings have significantly intensified. Following the latest massive attacks, a state of emergency has been declared in Ukraine’s energy system, with the most difficult situation remaining in Kyiv and the Kyiv region.
The Security Service of Ukraine qualifies such strikes as crimes against humanity. Since the beginning of the current heating season, the SBU has documented at least 256 air attacks by Russia on energy facilities and heating systems in Ukraine.
