Ukrainian President Volodymyr Zelensky announced upcoming changes in the heads of regional military administrations in five regions of the country. According to his official statement, the decisions will affect the Vinnytsia, Dnipropetrovsk, Poltava, Ternopil, and Chernivtsi regions.

New Personnel Decisions in the Regions
Zelensky noted that a list of candidates for the positions of heads of regional military administrations in the specified regions has already been determined. According to him, the relevant decisions are expected to be made tomorrow, and the Cabinet of Ministers of Ukraine is to approve the appointments shortly. It is anticipated that the new leaders will begin their work within the next week.
“We continue personnel changes and are currently consulting on new heads of regional administrations in five regions: Vinnytsia, Dnipropetrovsk, Poltava, Ternopil, and Chernivtsi. The list of candidates has been defined. Tomorrow (January 4 – ed.) decisions will be made, and I expect that the Cabinet of Ministers of Ukraine will approve the appointments shortly. Next week, the new heads of the regions are to start working. Glory to Ukraine!” – said the head of state.
Changes in Government and Security Service Leadership
Recently, Zelensky held a meeting with Denys Shmyhal, proposing that he transition from the position of Minister of Defense to the new role of First Deputy Prime Minister and Minister of Energy. The President also suggested that Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation, take over the Ministry of Defense.
It should be noted that the position of Minister of Energy has been vacant since November 2025 following the dismissal of Svitlana Hrynchuk and Herman Halushchenko due to an NABU investigation into possible corruption in the energy sector.
In July 2025, the Verkhovna Rada approved a new government led by Yuliya Svyrydenko, while Mykhailo Fedorov remained in the government as First Deputy Prime Minister – Minister of Digital Transformation. Denys Shmyhal was then appointed Minister of Defense after five years of leading the government as Prime Minister.
Additionally, Zelensky announced the appointment of Kyrylo Budanov as the head of the Office of the President of Ukraine. Budanov emphasized the importance of this role in the context of the country’s strategic security. Oleg Ivashchenko, who headed the Foreign Intelligence Service since March 2024, has been appointed as the head of the Main Intelligence Directorate of the Ministry of Defense. Information about the appointment of a new head of the Foreign Intelligence Service will be announced shortly.
