Zelensky Arrives in Strasbourg to Sign Agreement on Special Tribunal

Ukrainian President Volodymyr Zelensky arrived in Strasbourg on the evening of June 25, where the Parliamentary Assembly of the Council of Europe is located. The president’s visit is related to important events regarding holding Russia accountable for its aggression against Ukraine.

Zelensky’s Speech and Signing of the Agreement

Volodymyr Zelensky is expected to participate in a PACE meeting, where he will address European parliamentarians with a speech on supporting Ukraine and the need to strengthen international legal mechanisms to counter Russia’s aggression. Additionally, together with the Secretary General of the Council of Europe, Marija Pejčinović Burić, the President of Ukraine will sign an agreement to establish a Special Tribunal for investigating the crime of aggression against Ukraine.

In May, the Committee of Ministers of the Council of Europe supported the establishment of a special tribunal for Ukraine.

International Support for the Tribunal

In Lviv on May 9, during Europe Day, a meeting took place with delegations from 35 European countries, including foreign ministers, leaders from Ukraine, and the Council of Europe. At this meeting, a joint statement was signed expressing the intention to create a Special Tribunal regarding the crime of aggression by Russia against Ukraine.

Back in February, the European Commission announced that legal experts from the EU, the EU’s External Action Service, the Council of Europe, Ukraine, and 37 other countries had prepared the legal framework for establishing such a tribunal. This decision was an important step towards ensuring international accountability for the crimes of aggression committed against Ukraine.
