Action Plan and the Role of the U.S. in the Negotiations

According to Volodymyr Zelensky, in the coming days, the American side plans to hold negotiations with representatives of the Russian Federation, followed by high-level consultations with the U.S. President. After these stages, a meeting of the negotiating teams is expected, which could take place in the U.S. as early as next weekend.

“Today or tomorrow we will finalize our documents. Then the U.S., I think, will hold consultations with the Russians in the coming days, and after that, they will consult with the U.S. President, and then our teams will meet,” he said in response to journalists’ questions.

Negotiations in Berlin and Future Prospects

On December 14 and 15, Zelensky was in Germany, where he, along with the Ukrainian delegation, held negotiations with U.S. Special Representative Steve Vitkoff and President Trump’s son-in-law Jared Kushner. The Secretary of the National Security and Defense Council, Rustem Umerov, also participated in the discussions, characterizing the negotiations as constructive and ones that allowed for “real progress.”

Recently, the United States has intensified efforts to reach a peace agreement between Kyiv and Moscow. As a result of a series of negotiations, a document has been prepared that is more acceptable to Ukraine; however, contentious issues regarding territories and security guarantees remain.

Volodymyr Zelensky has repeatedly emphasized that the question of possible compromises regarding Ukraine’s territorial integrity must be decided by the Ukrainian people, particularly through elections or a referendum. In response, a statement from the Kremlin declared that “the entire Donbas is Russian.”
