The fight for the preservation of Podil’s architectural heritage continues in Kyiv, where the developer is ignoring official directives and prohibitions.

Public activists in the capital have appealed to the Kyiv City Prosecutor’s Office, urging intervention in the situation surrounding illegal construction work at 3 Tsymlianska Street. Despite directives from the Department of Cultural Heritage Protection of the Kyiv City State Administration, work on the site, which has historical significance, is ongoing.
Historical Structures at Risk of Demolition
Heritage protector Dmytro Perov reported that the developer has disregarded the authorities’ demands and continues work at the site of the demolished Police Station, built in 1902. It is emphasized that the company LLC “Dnipro-2002,” linked to former Energy Minister Ivan Plachkov, also plans to demolish two wings of the merchant Yosyp Nosach’s estate, constructed in 1899. Plans include the construction of a commercial-office and entertainment center on the site of these historical buildings.
“Despite public outcry, work continues at the site of the demolished Police Station, 1902, at 3 Romskyi (Tsymlianskyi) Lane,” wrote Perov.
Threat to Podil’s Archaeological Heritage
Activists emphasize that the archaeological site – the “Cultural Layer of Podil, 12th-18th centuries,” located beneath the historical wings at 13-E and 13-G Kyrylivska Street – is also at risk. Here, the developer has begun preparations for the construction of a large underground parking lot, which has already led to partial destruction of the archaeological site.
In this regard, the public has submitted an official appeal to the city prosecutor’s office, demanding that the developer be held accountable for illegal actions and that the historical and cultural heritage of Podil be protected.
