The European Union has announced the launch of a large-scale program of guarantees and grants totaling three billion euros, which will attract an additional 10 billion euros for the recovery and reconstruction of Ukraine. This was stated by the President of the European Commission, Ursula von der Leyen, during the plenary session of the Ukraine Recovery Conference taking place in Rome.
New fund for Ukraine’s reconstruction
“I also want to announce payments of more than EUR 3 billion to the Ukrainian mechanism. These are guarantees, grants. We signed this today… this will allow us to open a new path for an additional 10 billion euros for the reconstruction and recovery of Ukraine,” von der Leyen said at the plenary session of the Ukraine Recovery Conference in Rome.
According to the President of the European Commission, the EU is committed to supporting Ukraine until 2028 and beyond. She also announced the launch of the European flagship fund for the reconstruction of Ukraine, which will focus on restoring businesses and housing.
Synergy of the private and public sectors
Ursula von der Leyen emphasized the importance of collaboration with the private sector for investing in the energy sector, critical materials, and technologies. She highlighted that the goal is to create effective interaction between private investors and public entities to maximize the recovery potential of the country.
The fourth Ukraine Recovery Conference (URC2025) has commenced in Rome with the participation of government members from allied states, international organizations, financial institutions, business representatives, regions, municipalities, and civil society.
The main issues of the conference include ensuring Ukraine’s macroeconomic stability during and after the war, enhancing resilience and security, developing infrastructure, housing, energy, environmental protection, culture, healthcare, gender equality, education, science, technology, and innovation. During the event, the President of the Czech Republic, Petr Pavel, will present his own post-war recovery plan for Ukraine.
