The Head of the Kyiv City Military Administration, Timur Tkachенко, emphasized that he does not endorse the Kyiv City Council’s decisions regarding the distribution of the capital’s finances. According to him, it is the city council that is responsible for the allocation of community funds, not the KМВА.
Who Makes Decisions on Budget Expenditures in Kyiv
“There are rumors that I endorse every decision of the Kyiv City Council, but that is not true. I do not sign any decisions of this body. All community funds are allocated exclusively through the city council,” said Timur Tkachенко.
He stressed that the lack of the ability to quickly allocate funds creates difficulties, especially in cases where it is necessary to promptly ensure funding for security measures. The Head of the KМВА noted that this affects the city’s ability to respond quickly to urgent needs.
Transfer of Aid to the Defense Forces and the Role of Local Authorities
Timur Tkachенко also drew attention to the issue of aid for the Defense Forces, particularly the transfer of drones. He emphasized that the transfer of such equipment should occur exclusively through state structures responsible for logistics, procurement, and determining priority areas. Decisions on which units will receive equipment should be made by the General Staff and commanders, not by local authorities or through public initiatives.
Furthermore, the Head of the KМВА reported that he has initiated an audit of the use of funds from the Kyiv community, but has not yet received any response regarding the results of this audit. He highlighted the importance of transparency in the distribution of the capital’s budget resources and the need for clear control mechanisms.
