Residents of the capital are advocating for the simplification of the process for obtaining the municipal card ‘Kyiv Resident Card’ to make it accessible to all bank customers. They insist that the city authorities should allow the card to be issued regardless of the chosen bank. A corresponding electronic petition has already been posted on the Kyiv City Council’s website.

Justification and Relevance of the Proposal
The authors of the initiative note that according to the current decision of the Kyiv City Council, citizens must submit an application to a participating bank or a designated point to obtain the ‘Kyiv Resident Card’. However, they argue that such a restriction is outdated and ineffective. They are convinced that the list of banks participating in the project should be expanded to make the card issuance process simpler and more convenient for residents.
“This is stipulated by the current decision of the Kyiv City Council. Currently, to obtain the municipal card ‘Kyiv Resident Card’, citizens must submit an application to a participating bank or to a designated card issuance point.”
According to the signatories, such a restriction creates difficulties for many pensioners in Kyiv, as well as for military personnel who will return home after the war ends. They believe that simplifying the procedure will help make obtaining the card more accessible and convenient for all city residents.
