The European Union has announced the allocation of 10 million euros to launch a special tribunal that will address Russia’s aggression crimes against Ukraine. This was stated by the head of European diplomacy, Kaja Kallas, during a press conference on October 13 in Kyiv alongside Ukraine’s Foreign Minister Dmytro Kuleba.

“Today I can announce the allocation of the first 10 million euros for the establishment of a special tribunal to address Russia’s crimes,” she said on October 13 at a press conference in Kyiv with Ukraine’s Foreign Minister Dmytro Kuleba.
Support for Affected Ukrainian Children and Victims of Violence
Kaja Kallas also announced an additional 6 million euros for the support of Ukrainian children deported by Russia and victims of sexual violence. These funds are aimed at providing proper assistance to those who have suffered the most from the Russian Federation’s invasion.
In May, a meeting of EU foreign ministers took place in Lviv, where the launch of this tribunal was discussed. According to Kallas, holding Russian leaders accountable for the war is crucial, as the crime of aggression is the root cause of other atrocities committed, and no perpetrator should escape punishment.
Additional Support for Ukraine from the EU
The European Union has already mobilized 800 million euros to support Ukraine during the winter period and plans to provide an additional 100 million euros. These extra funds will be directed towards the purchase of generators, the establishment of shelters, and necessary equipment to protect against severe weather conditions.
Earlier, representatives of the Ukrainian government reported their intention to ensure the start of the special tribunal for the crime of aggression against Ukraine by the end of 2026. This provision is included in the draft Government Action Program.
On July 15, the Verkhovna Rada of Ukraine ratified the agreement with the Council of Europe on the establishment of a special tribunal to investigate the crime of aggression against Ukraine. The agreement itself was signed on June 25, 2025, in Strasbourg by the President of Ukraine, Volodymyr Zelensky, and the Secretary General of the Council of Europe, Marija Pejčinović Burić.
