A significant change in leadership has occurred at Kyivpastrans – the company is now headed by a new deputy general director, Serhiy Bilyi, who replaces Dmytro Levchenko, a representative of Mayor Vitaliy Klitschko’s team.

Career Path of Serhiy Bilyi and His Income

According to the submitted declaration, prior to his appointment at Kyivpastrans, Serhiy Bilyi worked at the municipal enterprise Municipal Security, where his salary in 2024 exceeded 700 thousand hryvnias. He was appointed to his new position in March 2023.

Journalists have investigated not only Bilyi’s professional activities but have also shown interest in his possible connections with former Member of Parliament Serhiy Rybalko, as well as the appearance and disappearance of significant amounts of cash. Special attention has been drawn to the discrepancy between the family’s official income and their declared assets.

Declared Property and Financial Discrepancies

Almost all of the property declared by the Bilyi family is registered in the name of his wife, Olena Bilyi. She owns two apartments: one located in Dnipro (with an area of nearly 70 m²) and the other in Kyiv (over 85 m²). The capital apartment was purchased back in 2013 for over half a million hryvnias, which at that time was equivalent to about 75 thousand US dollars. At the current exchange rate, its value exceeds three million hryvnias.

All family vehicles are also registered in Olena Bilyi’s name. She owns a 2015 Hyundai Sonata (valued at nearly 500 thousand hryvnias) and a 2012 Toyota Avensis (valued at 640 thousand hryvnias). Both cars were purchased after the onset of the full-scale war, and the total amount for these purchases exceeds one million hryvnias. Meanwhile, Olena Bilyi’s official annual income in 2024 was only 77 thousand hryvnias, which is approximately 6.5 thousand hryvnias per month.

“At the same time, no income that could explain such expensive purchases is indicated in the declaration.”

Another car owned by the family is a 2018 Infiniti Q50, purchased in 2021. The value of this vehicle also approaches one million hryvnias.

Thus, there is a significant discrepancy between the actual expenditures on property and the official income of Serhiy Bilyi’s family.
