Inflated Prices: How Kyivpastrans Overpaid for Electricity
Kyiv law enforcement uncovered a scheme in which the director of a commercial company supplying electricity to the municipal enterprise Kyivpastrans illegally profited over 47 million hryvnias. According to the investigation, under a contract signed at the end of 2022, the supplier was supposed to inform the municipal authorities of changes in electricity market prices each month and adjust tariffs accordingly. However, even after market prices decreased, the cost of electricity for Kyivpastrans remained unchanged, leading to significant overpayments from the city budget in 2023-2024.
“Under the procedural guidance of the Podil District Prosecutor’s Office of Kyiv, the general director of the company supplying electricity to KP Kyivpastrans has been notified of suspicion of embezzling budget funds,” the statement reads.
Negligence of Officials at the Municipal Enterprise
In addition to actions by the private company, investigators also documented negligence on the part of officials at Kyivpastrans. In particular, the former head of the department responsible for monitoring electricity supply prices and taking action in case of violations has also been notified of suspicion. Her responsibilities included overseeing the justification of the enterprise’s expenses and responding appropriately in case of price discrepancies; however, the necessary actions were not taken in a timely manner.
Investigative actions are currently ongoing to establish all the circumstances of the case and hold those responsible accountable.
