In Kyiv, construction work is ongoing on leased land in a recreational area along the banks of the Dnipro River, raising concerns among the public. This site, located at Naberezhno-Korchuvatska, 31, is already seeing the construction of a retaining wall and the active delivery of sand.

Expansion of the Area and Destruction of Vegetation
According to Hennadiy Kryvosheya, head of the Public Council at the Kyiv City State Administration, the boundaries of the land plot have been artificially expanded by reducing the riverbed. As a result, part of the greenery has already been destroyed, and dozens of tons of sand have been brought onto the site.

There are currently no official permits for construction; however, it is possible that a new restaurant or other commercial building may appear on this site. The area designated for development is 2.11 hectares, and such activities in the coastal zone are prohibited by law.
Public Reaction and Possible Violations
Hennadiy Kryvosheya pointed out that the construction is being ignored by the State Environmental Inspection of the Capital District, the State Water Resources Agency of Ukraine, and the relevant departments of the Kyiv City State Administration. He speculates that the site is being prepared for large-scale development that contradicts current legislation and could cause significant harm to the Dnipro ecosystem.
It has been established that the lessee of the land plot is the LLC “Club of Young Sailors PARUS,” which is linked to LLC “Budgroup Elite.” Andriy Matyushko serves as the director of both companies.
