Court Changes Preventive Measure for Hennadiy Trukhanov to Personal Obligation

The Pechersk District Court of Kyiv has decided to change the preventive measure for the former mayor of Odesa, Hennadiy Trukhanov. Instead of the round-the-clock house arrest that was previously in place, Trukhanov has been transferred to a personal obligation and the electronic bracelet has been removed. Details of the Trukhanov Case

In December of last year, the Kyiv Court of Appeal upheld the preventive measure in the form of house arrest; however, the judicial authority has now changed this decision. Hennadiy Trukhanov is accused of official negligence, which, according to the investigation, led to the loss of lives.

On October 31, 2025, the Pechersk District Court of Kyiv placed Trukhanov under round-the-clock house arrest. The day before, the Odesa Regional Prosecutor’s Office handed him a notice of suspicion for improper performance of official duties that resulted in human casualties (Part 3 of Article 367 of the Criminal Code of Ukraine). Trukhanov himself noted that this suspicion came as a surprise to him.

Tragedy in Odesa and Progress of the Investigation

The criminal proceedings are related to the events of September 30, 2025, when a massive flood occurred in Odesa. According to investigators, unprofessional organization and maintenance of the drainage system led to flooding in parts of the city. As a result, nine people died, including a 9-year-old child.

After the tragedy, Hennadiy Trukhanov wrote that in the seven hours of September 30, the city received nearly two months’ worth of rainfall, and “no storm sewer can withstand such a load.”

The case also includes suspicions against eight officials from the Odesa City Council and subordinate communal enterprises. Among them are the deputy mayors, department heads, and officials from the communal enterprise. The pre-trial investigation into these facts is ongoing.
