The High Anti-Corruption Court of Ukraine has decided to issue an absentee arrest warrant for former Deputy Head of the Presidential Office Rostyslav Shurma and his brother Oleg in a case regarding the possible embezzlement of funds received from payments under the ‘green’ tariff. The Specialized Anti-Corruption Prosecutor’s Office has not officially named the suspects, but the circumstances of the case point specifically to Shurma and his relative.

Details of the Case and the Suspects’ Position
According to anti-corruption authorities, both brothers are suspected of having organized a scheme for the production of electricity from alternative sources while holding managerial positions and having influence over several companies in 2019-2020. In the Vasylivka district of the Zaporizhzhia region, they constructed solar power plants with a capacity of about 60 megawatts, after which they signed contracts with the state enterprise ‘Guaranteed Buyer’ to sell electricity at the ‘green’ tariff.
After the start of Russia’s full-scale invasion and the occupation of part of the Zaporizhzhia region, these power plants lost connection with the Unified Energy System of Ukraine. Despite this, according to the investigation, the companies continued to declare the production of electricity and receive payment for it, even though it was not actually supplied to the energy system. The total amount of damages, according to estimates by the National Anti-Corruption Bureau, is 141.3 million hryvnias.
Response from Rostyslav Shurma and the Progress of the Investigation
Rostyslav Shurma called the court’s decision regarding his arrest illegal and politically motivated, and he considers the case to be artificially constructed. He also stated that he does not consider himself guilty, and his whereabouts are well known to Ukrainian law enforcement agencies, as he legally resides in Germany.
“I will say simply: this decision does not prove my guilt. And even more so, it does not mean that the case has become stronger in substance. In fact, the prosecution needed exactly such a procedural step to move to the next stage – international search, requests for my detention, and further attempts at extradition. I do not consider myself guilty. I believe this case is politically motivated and artificially constructed,” Shurma wrote on Facebook.
In February 2026, both individuals were added to the Ministry of Internal Affairs database as persons hiding from authorities. Their search was initiated by the Central Directorate of the National Anti-Corruption Bureau. Back in January 2026, NABU officially notified the Shurma brothers of their suspicion in the case of abuse of the ‘green’ tariff. According to the suspects, they have no intention of fleeing and are ready to prove their innocence in accordance with the law.
It is worth noting that on September 3, 2025, President of Ukraine Volodymyr Zelensky dismissed Rostyslav Shurma from the position of Deputy Head of the Presidential Office, but the reasons for this decision were not disclosed in the official decree.
