According to Dmytro Perov, work is currently underway to dismantle the internal structures of the building located at 20b Esplanadna Street, which was built in 1900. He noted that this estate long belonged to pediatrician Pavlo Volodymyrovych Barshah, who specialized in internal diseases.
“At 20b Esplanadna Street, they are dismantling the internal structures of the 1900 building. The estate long belonged to Pavlo Volodymyrovych Barshah – a pediatrician specializing in internal diseases”
He stated that the work is being carried out without the necessary protective fencing and appropriate permits, which is a violation of the law. According to Ukrainian regulations, a relevant object passport and approval from the appropriate services are required for such types of work.
The activist also emphasized that it is currently difficult to determine the ultimate intentions of the building’s owners. Meanwhile, the workers involved in the demolition claim that the “building is in a state of emergency” and must be dismantled.
This case raises concerns about the preservation of historical monuments and the necessity of adhering to legal procedures during reconstructions and demolitions in the historical centers of cities.
