A capital city narcologist has been arrested on suspicion of issuing fake sobriety certificates to drivers who were under the influence of alcohol or drugs. For such services, the doctor received $1000.

Uncovering the Doctor’s Illegal Activities in Kyiv
Law enforcement officials uncovered a doctor from the narcological department of Kyiv City Clinical Hospital No. 10, who, according to the investigation, certified the sobriety of drivers who were actually under the influence of alcohol or drugs for a fee. According to the prosecutor’s office, this allowed offenders to avoid administrative liability for driving under the influence, as stipulated by Article 130 of the Code of Ukraine on Administrative Offenses.
“Prosecutors from the Pechersk District Prosecutor’s Office in Kyiv have informed a narcologist from Kyiv City Clinical Hospital No. 10 of suspicion for issuing certificates to patients stating that they had not consumed alcohol or drugs for money. This helped them avoid liability under Article 130 of the Code of Ukraine on Administrative Offenses, that is, for driving a vehicle while under the influence of alcohol or drugs,” the prosecutor’s office noted.
Additionally, for a similar fee, the doctor issued certificates to drug-dependent individuals stating that they did not use drugs. While receiving another bribe from a driver whose intoxication was confirmed by other medical institutions, the doctor was arrested at the scene of the crime.
Searches, Seizure of Prohibited Substances, and Article Sanction
During searches at the suspect’s residence and that of his colleagues, law enforcement officials discovered and seized narcotic substances as well as military ammunition, which were sent for examination. Investigative actions are ongoing, and other individuals who may be involved in the illegal activities are being identified.
“The investigation is ongoing, and other individuals involved in the crime are being identified. It should be noted that during urgent searches at the residence of the doctor and his colleagues, narcotic substances and military ammunition were discovered and seized. They have been sent for examination,” the prosecutor’s office added.
The doctor has been informed of suspicion under Part 4 of Article 368-4 of the Criminal Code of Ukraine (acceptance of unlawful benefits by a person providing public services, committed repeatedly or by prior conspiracy of a group of persons). This article provides for imprisonment for a term of four to eight years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years, as well as confiscation of property.
