Cabinet Approves Heating Season Plan and Tariff Preservation

The Cabinet of Ministers of Ukraine has adopted a comprehensive action plan to ensure stable passage through the winter period. The relevant decision was made at a government meeting on October 8. Prime Minister Yulia Svyrydenko emphasized that the state is focusing its efforts on guaranteeing uninterrupted energy supply and stable tariffs for citizens, despite new challenges related to the intensified attacks by Russia on energy infrastructure.

Key Provisions of the Approved Plan

According to Svyrydenko, the plan includes the implementation of a number of measures to enhance the resilience of the energy sector. In particular, it provides for the protection of energy facilities, the formation of reserves of necessary equipment and materials, as well as an operational emergency response plan.

“We are working to ensure stability for Ukrainians this winter, facing new challenges due to the intensification of Russian attacks on energy. The goal is to get through the heating season despite all the challenges of martial law. To provide people with light, heat, and predictable tariffs”

Anti-crisis headquarters have been established in all regions of the country, which will operate in a state of constant readiness to prevent mass power outages. Their task will be to coordinate actions to prevent and promptly eliminate the consequences of enemy shelling of energy facilities.

Tariffs Remain Fixed

An important element of the government plan is the preservation of fixed prices for natural gas. For households, the tariff will be 7,420 hryvnias per thousand cubic meters, and for budget organizations — 16,390 hryvnias per thousand cubic meters. These tariffs will remain unchanged until March 31, 2026.

Recently, Russian troops have intensified shelling of critical energy and gas infrastructure in Ukraine, which provides resources to the population during the heating season. Despite the Russian leadership’s denials of targeted strikes on civilian facilities, the Ukrainian authorities and the international community classify these attacks as war crimes with deliberate intent.
