Ukrainian Defense Minister Mykhailo Fedorov presented an updated strategic action plan in the war against the Russian Federation on February 24. The document outlines three main objectives: to secure the skies over Ukraine, to halt the advance of Russian troops in all areas of combat, and to deprive the aggressor of economic resources to continue the war.

Enhancing Air Defense and Deterring Offensives
According to the strategy, one of the primary goals is to ensure control over the airspace. Ukrainian defense forces aim to achieve 100% identification of aerial threats in real time and intercept at least 95% of missiles and drones targeting civilian and critical infrastructure.
The Ukrainian military emphasizes that increasing losses among the personnel of the Russian armed forces will make their offensive actions impossible. In Donetsk, according to the ministry, the occupiers are losing an average of 156 soldiers per square kilometer, with a future target of over 200 eliminated invaders in the same area. This plan includes a number of specific measures: improving the procurement system, completing reforms in military corps, and transforming training and management systems using modern data.
Combating the Enemy’s Economic Resources
The new strategy places special emphasis on economic pressure on Russia. Mykhailo Fedorov stresses the need to completely shut down shadow oil supply channels, which will significantly reduce funding for the war from Russia. The Ukrainian authorities are already working on a strategy aimed at making Russia’s budget deficit in 2026 the largest in its history.

As of February 2026, Ukraine has been resisting the full-scale aggression of Russia for five years, which remains the largest armed conflict in Europe since World War II. The Armed Forces of Ukraine are holding the defense along the entire front line, while the civilian population systematically endures massive missile and drone attacks, leading to disruptions in energy supply during the winter period.
The Russian invasion, which began on February 24, 2022, along the entire state border, as well as from the temporarily occupied Crimea and parts of Donetsk and Luhansk, has continued the aggression that has been ongoing since 2014. After four years of full-scale war, Russia does not control any regional centers except those occupied in 2014, and its fleet has left Crimea and moved to Novorossiysk. As of February 2026, Russia holds less Ukrainian territory than during the most active offensive in the spring of 2022.
