Support for Specialists Restoring Energy Supply

The additional payments will apply to specialists who directly go to the sites of missile and drone strikes, performing complex work to restore the supply of heat, electricity, water, and gas under challenging weather conditions.

“This concerns specialists who directly go out in the cold to the sites of strikes, restoring the supply of heat, electricity, water, and gas,” Svyrydenko wrote on Telegram.

The Prime Minister also noted that she has instructed the Ministry of Energy, together with the Ministry of Finance, to prepare the relevant decision for consideration at a Cabinet meeting.

Massive Attacks on Energy Infrastructure

Since the beginning of Russia’s full-scale aggression in February 2022, Ukraine’s energy infrastructure has been systematically subjected to attacks. The intensity of these strikes increased significantly in the fall of 2025 when Russian troops intensified their shelling of energy facilities. According to the Ministry of Energy, there have been 4,500 attacks on energy facilities recorded since the beginning of 2025.

The most difficult situation regarding energy supply is currently observed on the left bank of Kyiv and in the surrounding areas of Kyiv region. Following a massive attack on January 9, emergency power outages have been implemented here, with a typical schedule consisting of four hours of electricity and twelve hours without. The Mayor of Kyiv emphasized that this strike by Russia has been the most painful for the capital’s critical infrastructure. According to the Ministry of Energy, as of the morning of January 9, more than half a million consumers in Kyiv and the region were without electricity supply.
